Charter of the Information Technology of a legal entity of public law – Revenue Service
General Provisions
1. Information Technology Center (hereinafter referred to as Center) of a legal entity of public law – Revenue Service (hereinafter referred to as Revenue Service) represents a structural unit of Revenue Service.
2. Director General/Supervising Deputy Director General of Revenue Service undertakes general supervision of the Center activities.
3. In its activities Center is governed by the Constitution of Georgia, international agreements, Tax Code of Georgia, other normative acts of Georgia and this Charter.
Legal Basis for Center Activities
Law of Georgia “On Revenue Service”, Charter of Revenue Service, orders by the Minister of Finance of Georgia, individual administrative and legal acts of the Director General of Revenue Service, this Charter and other legislative and secondary normative acts of Georgia represent legal basis for Center activities.
Center Functions
Center functions are:
a) Development of new information systems and alteration of existing information systems;
b) Development, project initiation, elaboration and management (coordination) of new software products and services, planning, distribution and ensuring resources (human, technical) required for project implementation;
c) Providing the Service with available information systems and computer software, making arrangements for training of appropriate users and providing corresponding consultancy;
d) Introduction of new (modified) software products and user testing, preparation of information systems to be put into operation and ensuring commissioning, preparation of software manuals;
e) Ensuring operability of new and existing computer workstations, administration of local computer networks in cooperation with an appropriate unit of the Ministry of Finance of Georgia;
f) Developing web-design and determining design, maintaining unified public and internal corporative web services;
g) Cooperation with appropriate establishments to ensure continuous and safe operation of information and communication facilities for electronic information exchange;
h) Administration of databases in cooperation with an appropriate unit of the Ministry of Finance of Georgia, ensuring data backup and recovery, development of information system and database architecture and design;
i) Fulfilling other tasks and assignments by Service management.
Center Management
1. The Center is headed by Head of Information Technology Center (hereinafter referred to as Head of the Center) who gets designated to a position and dismissed from it by Director General of Revenue Service.
2. Head of the Center has deputies who get designated to positions and dismissed from them by Director General of Revenue Service.
3. Other employees of the Center get designated to positions and dismissed from them by Director General of Revenue Service.
4. Head of the Center within his/her competence:
a) Takes decisions, acts on behalf of the Center;
b) Makes provisions for compliance with orders by the Minister of Finance of Georgia, individual administrative and legal acts by Director General of Revenue Service and other legislative acts;
c) Undertakes management, coordination and supervision of Center structural units’ activities;
d) As necessary makes proposals relative to designation of employee functions and their personal responsibility;
e) Makes proposals on Center personnel encouragement (reward) or imposing disciplinary responsibility on them;
f) Accountable to Director General of Revenue Service;
g) Signs the correspondence associated with Center activities on behalf of Revenue Service;
h) Exercises other authority in compliance with the Georgian legislation.
5. In case of absence of the Head of the Center his duties will be executed by Deputy Head of the Center.
Center Structure
Structural units of the Center are:
a) Project Planning and Management Division;
b) System Administration Division;
c) Software Support Division;
d) Technical Support and Service Division;
e) Web Resources Management Division.
