The Revenue service issues the following types of permits within the gambling industry:

Is a separate permit issued for the games organized via electronic system?

No separate permit is issued for organizing a game via electronic system. In order to organize a
electronic system game there must be an actual facility.

What is annual permit fee according to territories?

Gaming machines salon Annual permit fee is set forth under the Georgianlaw and ranges from GEL
50,000 through GEL 1,000,000.
a) for organizing gaming machines salon within a casinoby an entity holding a permit for organizing up
casinoin Tbilisi – GEL 100,000;
b) throughout Tbilisi (other than the case stipulated under sub-paragraph (a) of this Appendix) – GEL
1,000,000;
c) on the territory of a self-governing city of Batumi – GEL 200,000;
d) on the territory of a self-governing city of Kutaisi – GEL 200,000;
e) on the territory of a self-governing city of Rustavi – GEL 200,000;
f) on the territory of a self-governing city of Poti – GEL 100,000;
g) on the territory of Telavi municipality – GEL 100,000;
h) on the territory of Gori municipality – GEL 100,000; i) on the territory of Marneuli municipality – GEL
100,000;
j) on the territory of Zugdidi municipality – GEL 100,000;
k) on the territory of Ozurgeti municipality – GEL 100,000;
l) on the territory of Akhaltsikhe municipality – GEL 100,000;
m) on the territory of Khashuri municipality – GEL 100,000;
n) on the territory of Kobuleti municipality – GEL 100,000;
o) on the territory of Khelvachauri municipality – GEL 100,000;
p) on the territory of Senaki municipality – GEL 100,000;
q) on the territories of other municipalities – GEL 50,000;

Casino

GEL 5,000,000/year over the entire territory of Georgia(other than Batumi, area adjacent to the Bazaleti
Lake of Dusheti municipality, Gudauri recreation area, Bakuriani territory, as well as the areas of
Kobuleti, Borjomi, Tskaltubo and Signagi municipalities). In Batumi, on the Dusheti municipality Bazaleti
lake adjacent area, as well as in Kobuleti and Borjomimunicipalities – GEL 250,000/year.
Organizingcasinoon Gudauri recreation area, Bakuriani territory, as well as on the territories ofTskaltubo
and Signagi municipalities is exempted from permit fee.
Organizing a casinoon the area of a newly constructed hotel with at least one hundred rooms in Batumi
city, as well as Kobuleti and Khelvachauri municipalities, as well as organizing a casinoon the area of a
newly constructed hotel with at least eighty rooms in Village Anaklia and Village Ganmukhuri of Zugdidi
municipality will be exempted from permit fee for 10 years from the issuance of a permit for organizing
a casino.

Gaming club

Tbilisi Casino Permit holders are allowed to open 3 Gaming Clubs in any part of Georgia FOR FREE
Tbilisi Slot Machine Permit holders are allowed to open 1 Gaming Club in any part of Georgia FOR FREE
Each following Gaming Club: 10 000 – 50 000 GEL

Betting house

The amount of annual permit fee is prescribed by the Georgian law and ranges from GEL 30,000 through
GEL 300,000.
a) On the area of Tbilisi – GEL 200,000;
b) On the territory of a self-governing city of Batumi – GEL 80,000;
c) On the territory of self-governing city of Kutaisi – GEL 80,000;
d) On the territory of self-governing city of Rustavi – GEL 80,000;
e) On the territories of other municipalities – GEL 40,000.

Lotto/bingo/promotional drawing game

The amount of annual permit fee is prescribed by Georgian law and is GEL 15,000/year.

What is a quarterly fee for gambling business?

The amount of gambling business is prescribed by Georgian law and quarterly fee is:
From GEL 2,000 through GEL 4,000per gaming machines.
From GEL 20,000 through GEL 40,000 per casino table.
From Gel 4000 through Gel 14 000 per Gaming club table.
From GEL 250,000 through GEL 300,000 for a system-electronic game.
From GEL 1,500 through GEL 20,000 per each cash desk of a gaming and/or winning game organized via
a system-electronically located outside the facility organized under a permit for organizing gaming
and/or winning game.
Fee rate is set forth by local authorities within the established threshold.

What is the procedure for obtaining a permit?

A permit is issued by the Revenue Service. Permit applicant must submit scanned documents necessary for obtaining permit via the website of the Revenue Service – RS.ge. Permit applicant selects the validity term of the permit according to the established fees: 3 business day – GEL 2,000, 5 business days – GEL 800, 10 business days – GEL 400 and 20 business days – free of charge. For promotional drawing game 1 business day – GEL 12,000, 5 business day – GEL 10,000 and 20 business days – free of charge ).

What documents must be submitted for obtaining a permit?

Since there are various types of permits the documents required for obtaining permits are different.
An applicant for a permit to organize gaming machines salon and casino must submit to the Revenue
Service the following:
(Articles 19, 191, 20 of the Law of Georgia on Setting up Lotteries, gaming and winning games)
Extract from the Business Registry;
Certificate of payment of permit fee (with the exception of the territory exempted from fee);
in case of organizing gaming machines salon: rules of organizing that shall specify: term and place of
holding gaming; listing of gaming machines (other than the gaming organized via an electronic system),
by indicating name, modification, product ID, production year, country of production, minimum and
maximum bids per machine and maximum amount of winning; listing of the games at a gaming
machines salon and the rules of gaming; term for considering a complaint;
In case of organizing a casino:
A certificate of conviction of an authorized manager and representative, and/or a founder and/or
partner (if any) of the permit applicant;
rules of setting up that shall specify: listing of gaming tables in a casino, by indicating name, product ID,
year and country of production; minimum and maximum bids; rules of operation of a casino; rules of
conduct at a casino; rules of gaming in a casino; samples of gaming coin of a casino;
In case of organizing a gaming club:
A list of card tables in the gaming club, indicating the brand name, factory serial number, the year of
manufacture and the country of origin; the amount of service fees per card table; the rules of operation
of the gaming club; the code of conduct in the gaming club; the gaming rules in the gaming club; and
samples of gaming chips (if any).
In case of organizing gaming via an electronic system(in case of organizing casino as well as gaming
machines salon) – rule of electronic system gaming that shall contain: actual address from where the
winning games will be managed and organized; listing and description of games; location (locations)
where winnings will be paid and deadline (if the winning is issued on the basis of Article 28 (2) and (3) of
this Law – address (addresses) of immovable property designated for setting up cash register, rule of
registering a player; deposit/balance management rule; the website shall contain name of organizer,
legal address, telephone number, permit number, list of games, detailed rules of game, information
about prohibition of individuals under 18 in gaming, in Georgian; in case of setting up by phone – a
telephone number registered in Georgia.
An applicant for betting house/lotto/bingo and promotional drawing game must submit to the Revenue
Service:
(Article 12, the Law of Georgia on Lotteries, gaming and Winning games)
Extract from the business registry;
Certificate of permit fee payment;
Agreement between a permit applicant and the entity that produces tickets for winning game (other
than the gaming organized via an electronic system), indicating the number of tickets to be produced;
Rules of organizing winning game that must specify:
a) Date and place of holding winning game;
b) Place of issuance of winning under a winning game, date and deadline. Overall timeframe of issuing
winning under winning game is 30 days from the game. Winning must be issued within no later than 6
days from submitting a winning ticket;
c) Timeframe for considering complaint;
d) Quantity and numbering of the tickets of winning game;
e) General rule of gaming (in case of organizing a promotional drawing game general rule of a gaming
submitted by permit applicant (reason and purpose of game) must be in accordance with the criteria
established by the Minister of Finance of Georgia;
f) In case of organizing promotional drawing game -- date of drawing prize fund and address;
g) In case of organizing a promotional drawing game -- prize fund, listing of prizes, their quantity, unit
value and the sequence drawing;
A sample of a ticket for a winning game (other than a game organized via the electronic system) by
indicating the marks which protects a ticket from falsification. Ticket specimen must be signed by permit
applicant;
In case of organizing a betting house – a document certifying securing at least GEL 10,000 amount of
prize fund;
In case of organizing promotional drawing game -- a copy of a certificate of payment of fee to the
Revenue Service for verifying the conformity of general rule to game with the criteria set forth by the
Minister of Finance of Georgia;
In case a betting house is organized via electronic system – rule of system-electronic game that must
contain; actual address from where winning games will be managed and organized; list of gaming’s and
description; place for paying out winning (places) location and deadline (if winning is paid on the basis of
Article 28(2) and (3) of this Law – address (addresses) of immovable property designated for setting up
cash desk));
In case a betting house is organized over the internet – website address, rule of registration of a player;
rule of managing deposit/balance; organizer’s name, legal address, telephone number, permit number,
list of games, detailed rules of game, information about the prohibition of participation in gaming for
people under 18 must be indicated in Georgian on a website; in case of organizing by phone—telephone
number registered in Georgia.
A sample of a ticket for winning game shall have the following details marked prominently: name/first
name and last name, address, telephone number of permit applicant; ticket price (other than betting
house and promotional drawing game); ticket number; space for permit number to be issued; timeframe
and place for holding a winning game; in case of organizing a promotional drawing game – date and
time for drawing prize fund; general rule of gaming; deadline and place for issuing the winning under a
winning game.
