Permit for species   listed in annexes of  CITES



Legal Entity of Public Law Georgia Revenue Service  or Ministry of Environment Protection of Georgia  are  the Administrative authorities  responsible for   issuance,  amendment and abolition  of the permit for   export, import, re-export,  transit and  introduction from the sea   of  species,  their parts and derivatives listed in Annexes of the  “  Convention on International Trade in Endangered Species of Wild Fauna and Flora,” (CITES);  If the  permit is issued  by the revenue Service , it shall be possible to receive  the permit at  any Border Crossing Point.
Convention Protects  thousands of  species of Flora and Fauna  which are  listed in  one of the  three Annexes of the Convention

Permit is issued :

  • For the purpose of  Export, import, re-export,  transit and  introduction from the sea  of the   samples of the  species, listed  in Annexes   I  of the Convention
  •  For the purpose of Export,  re-export  and  introduction from the sea  of the    species, listed  in Annexes   II  of the Convention
  • For the purpose of  re-export   of the samples of the   species, listed  in Annexes   III  of the Convention

Documents to be submitted for receiving the permit:
Application and necessary documentations can be submitted   in written form, as well as,   electronically (
www.rs.ge) for attaining the permit.
Application should include:

  • Name (Georgian or/and Scientific name),  amount and description  of the samples (specie, part, derivative)  of species intended  for export, import, re-export,  transit and  introduction from the sea  
  • Aim of the export, import, re-export,  transit and  introduction from the sea   of the  samples of the species ( Annex 1)
  • Origin and Time of the  samples of the species   intended for export, import, re-export,  transit and  introduction from the sea (Annex 2)

 Following documents should be  attached to the application for   receiving  the permit:

  • In the  case of  export of the sample of the specie ,   if sample of the specie  is  listed in the annex 1 -   import  permit issued by the appropriate authority of the importing country 
  • In the  case of importing the sample of the species - certificate of origin  issued by the  exporting   country; moreover when  importing  live  sample – documents proving  existence of the appropriate storage and  maintenance conditions for the sample.  
  • In the  case  of  re-export -  permit or certificate issued by the   exporting  country or  by the last re-exporting  country.   In case of  live samples of the  species  listed in the Annex I of the convention – import permit issued by the country of import.   
  • In the case of the introduction from the sea- documents proving existence of the appropriate storage and maintenance conditions for the sample.  

Conditions for issuing the permit:
In the case of sample of the species listed in the Annex I  of the convention,    permit for   export, import, and  introduction from the sea is issued:

  • If scientific authority approves that this kind of export , import and  introduction from the sea  doesn’t  pose a threat of  extinction  to the  given specie. 
  • Import permit is issued if  sample will not be used  solely for the  commercial purposes

In the case of  the samples of the species listed in the Annex II of the convention ( except for  the export of   bulbs of Snowdrop and balls of sowbread for commercial purposes )   

  • Permit for the export and  introduction from the sea is issued if   scientific authority approves that this kind of export and introduction from the sea  doesn’t  pose a threat of  extinction  to the  given specie. 
  • Permit for the export of   bulbs of Snowdrop and/or balls of sowbread for  the commercial purposes is  issued :
    • Based on the use  of appropriate license  (validity if which has not yet expired);
    • Based on the  signed agreement with the  usage license holder;

Validity period of the permit is:

  • Permits  for export and re-export  of the samples of the species are valid for 6 month after issuance
  •  Permits  for import and introduction from the sea of the species are valid for 12 month after issuance

Form of the Permit
Permit is issued in four copies.  One copy stays   in the issuing authority and original and 2  other copies are given to the permit seeker  to present  on the Border Crossing Point ,  where permit is certified  by the signature  and personally numbered  stamp  of the customs officer .    Original of the certified permit  and the copy is   presented to the   importing  country’s   customs.  

Permit is not issued if:

  • Application and attached documentation  presented by the permit seeker  doesn’t comply   with the conditions requested by law  and   will not be improved by the permit   seeker   during the time frame defined  by the   administrative authority.
  • Permit seeker doesn’t meet  with the  requirement  of the permit conditions
  • Permit seeker  through the Valid court conviction  is deprived  of the  Right to work in the appropriate field of  permit  .

Permit Fee  is  50 GEL-  treasury  code  3086 (order of the minister of finance  N 1226 22.11.2007)

Procedures for issuing the permit
For receiving the permit please provide  written or electronic (
www.rs.ge)  application  to the Customs department  or to the Border Crossing Points   where you wish  to receive the permit.
