Sanitary, Phytosanitary and Non-Tariff Measures Division
1.Function of Sanitary, Phytosanitary and Non-Tariff Measures Division are :
a) Coordination of Customs measures related to limited circulation materials, nuclear materials, radioactive substances, radioactive waste and minerals, dual-purpose goods, military weapons, fighting materials, arms, drugs (narcotics), psychotropic substances and precursors, medications, hazardous chemical substances, ozone-harming substances, waste products, pesticides and agrochemicals, species, their parts and derivatives listed in Annexes of the “Convention on International Trade in Endangered Species of Wild Fauna and Flora” (CITES), non-iodized salt, cultural treasures of Georgia, currency control and Customs measures on intellectual property rights ;
b) Receipt and classification of pharmaceutical products special inventory forms and their electronic versions from Department structural units and ensuring submission to State Regulatory Agency of Medical Activities;
c) Sanitary-quarantine, state veterinary border-quarantine, state phytosanitary border-quarantine control, arranging cooperation on the above matters with appropriate establishments, international organizations and authorized bodies of foreign countries, facilitation of project implementation;
d) within the competence of Georgia Revenue Service insurance of the administrative proceedings on issuance, amendment and abolition of the permit for export, import, re-export or transit of dual-use goods; import and export of medications subjected to special control; import of non-iodized salt; export, import, re-export and introduction from the sea of the species, their parts and derivatives listed in Annexes of “ the Convention on International Trade in Endangered Species of Wild Fauna and Flora,” (CITES); Also processing registry of permits (19.12.2011 N 11688)
e) within the competence of the Georgia Revenue Service, insurance of the administrative proceedings of the issuance, amendment, and abolition of the certificates of origin when exporting goods from the territory of Georgia (19.12.2011 N 11688)
e1) coordination of issuance of the certificates of origin by the structural entities/and their sub-units of Georgia Revenue Service when exporting the goods. (19.12.2011 N 11688)
f) Coordination of electronic circulation of documents between state authorities to issue permits for products subject to export control by means of automated (computer-aided) system “Tracker 7” operating within the framework of export control and border security program aimed at making provisions for issuing permits according to single window principle;
f1) Administrative proceedings associated with identification of conditions required for making a free zone; (30.06.2011 N3539)
g) Fulfilling other tasks assigned by Head/Deputy Head of the Department
2. Head of Sanitary, Phytosanitary and Non-Tariff Measures Division or individual designated by Head of the Department as Authorized person signs administrative and legislative acts on issuing, altering and canceling permits mentioned In the subparagraph “D” of paragraph “1“ of this article .
