Importation of narcotic drugs and psychotropic substances for natural person’s personal use

Natural person can bring into the territory of Georgia 31 days’ supply of narcotic drugs and psychotropic substances for personal use (except of “narcotic drugs strictly restricted for free circulation” included in the list 1 of annex 1 of law of Georgia on “Narcotic drugs, psychotropic substances, Precursors and Narcological Assistance”). While bringing the above mentioned products, the following documentation, together with natural person’s customs declaration, should be presented to the Georgian Customs:

  • Photocopy of the prescription translated into English and certified by an authorized agency according to the rule determined by the laws of the country from where a natural person is traveling. Prescription should include the following information 1 :
    • Natural person’s Name, Surname, gender and age
    • Diagnosis
    • Brand and generic names of the narcotic drug and/or psychotropic substance
    • Dosage form
    • Quantity of tablets ,ampoules and etc
    • Method of use and duration of treatment
  • Certificate of physician issuing prescription, translated into English and certified according to the rule established by the laws of the country of departure
  •  Document signed and sealed by an authorized person (legalized) certifying authenticity of the prescription and certificate and issued by a competent authority of the country of departure. Such a document should include the following information:
    • Name of the authority
    • Juridical address
    • Contact person
    • Phone number
    • Country of destination

Customs authority shall control the integrity of the presented documents and compliance of the information (comparing the quantity and type of narcotic drugs and/or psychotropic substance with the actual amount/type of items carried by the passenger). After the customs control, the documents will be signed and sealed by the customs officer and will be returned to the natural person. It should be kept during the stay in the country and may be submitted (but not mandatory) to Georgia Customs Authority upon departure from the country.

Exportation of narcotic drugs and psychotropic substances for natural person’s personal use

Together with natural person’s customs declaration, following documents must be presented to the Georgian Customs authority by a natural person, in order to carry from Georgia narcotic drugs and psychotropic substance for individual use:

  • Document on exportation of narcotic drugs and psychotropic substances for natural person’s personal use ” issued by the LEPL State Regulatory Agency for Medical Activities of the Ministry of Labor Health and Social Affairs of Georgia.Following credentials should be presented to the agency in order to obtain the mentioned document:
    • Application indicating a country of destination and purpose of travel
    • Health status certificate (medical documentation form N IV-1400/A)
    • Notarially certified photocopy of the prescription
    • Notarially certified physician’s certificate
    • Other documentation as required in a country of destination

Medical institution where patient is registered is obliged to prescribe narcotic drugs and psychotropic substances in a quantity that is necessary for the period of natural persons stay in a country of destination, but such a quantity should not exceed the quantity established by the laws of the country of destination2.

In case of substitution treatment of drug addicts it is permissible to carry from Georgia 4 days’ supply of substitution means and in case of methadone - no more than 320 mg.

Customs authority shall control the integrity of the presented documents and compliance of the information (comparing the quantity and type of narcotic drugs and/or psychotropic substance with the actual amount/type of items carried by the passenger). After the customs control, the documents will be signed and sealed by the customs officer and will be returned to the natural person.

 

2 It is permissible to prescribe for unregistered narcotic drugs and/or psychotropic substances imported to Georgia natural person’s personal use

 

 

Importation and Exportation of narcotic drugs and psychotropic substances for natural person’s personal use while crossing Georgia as a transit country

Following documents, together with natural person’s customs declaration, must be presented to customs authority of Georgia in order to transfer to and from Georgia narcotic drugs and psychotropic substances for natural person’s personal use :

  • Photocopy of the prescription translated into English and certified by an authorized agency according to the rule determined by the laws of the country from where a natural person is traveling. Prescription should include the following information3 :
    • Natural person’s Name, Surname, gender and age
    • Diagnosis
    • Brand and generic names of the narcotic drug and/or psychotropic substance
    • Dosage form
    • Quantity of tablets ,ampoules and etc.
    • Method of use and duration of treatment
  • Certificate of physician issuing prescription translated into English and certified according to the rule established by the laws of the country of departure
  • Document signed and sealed by an authorized person (legalized) certifying authenticity of the prescription and certificate and issued by a competent authority of the country of departure. Such a document should include the following information:
    • Name of the authority
    • Juridical address
    • Contact person
    • Phone number
    • Country of destination

Customs authority shall control the accuracy of the presented documents and compliance of the information (comparing the quantity and type of narcotic drugs and/or psychotropic substance with the actual amount/type of items carried by the passenger). After the customs control, the documents will be signed and sealed by the customs officer and will be returned to the natural person.

If a foreign national – natural person is unable to leave the territory of Georgia and is out of stock of narcotic drugs and /or psychotropic substance required for treatment, he/she will be provided with appropriate medical products according to territorial principle (place of temporary residence) and for such a purpose a patient shall address a relevant medical institution and submit a document certified by Customs Authority.

 

3 If the prescription form of the given country doesn’t contain the following information then such data should be included in the document mentioned in third point

 

Defining Amounts of medicine allowed for importation and exportation to/from the territory of Georgia for natural person’s personal use

Natural person is allowed to carry into and from the territory of Georgia following amounts of medicine for individual use (except of the medical products subjected to special control and their equivalent):

  • Without appropriate medical documentation - no more than 10 standard packages of medicine
  • If natural person, during his/her visit needs more that 10 standard packages of medicine, medicine carried into or from the territory of Georgia should be accompanied by the appropriate medical documentation. amount is calculated according to the dosage to be taken daily during the visit
  • If Georgian citizen natural person needs to carry into the territory of Georgia more than 10 standard packages of medicine, it should be accompanied by the appropriate medical documentation*. amount is calculated according to the dosage to be taken during the course of treatment

Based on the appropriate medical documentation natural person can carry into or from the territory of Georgia following amounts of medicine equivalent to the medical products subjected to special control:

  • amount is calculated according to the dosage to be taken daily during the visit
  • In case of Georgian citizen natural person, amount is calculated according to the dosage to be taken during the course of treatment
 

* Appropriate medical documentation can be: prescription, history of illness, receipt and etc.
